AB 1314 Standardizes Transitional Housing Contracts, Heads to Governor’s Desk
SACRAMENTO, CA — Today, the California State Legislature passed Assembly Bill (AB) 1314 authored by Assemblymember Patrick Ahrens (D-Silicon Valley) to reduce bureaucratic barriers to housing homeless foster youth by standardizing transitional housing contracts.
Assemblymember Patrick Ahrens said, “As someone who firsthand experienced homelessness, I am deeply appreciative to my colleagues for passing AB 1314 to help homeless foster youth get into transitional housing more quickly. Homeless young people should not be left homeless when there are safe and available housing options.”
Selena Liu Raphael, a senior advisor at the California Alliance of Child and Family Services which sponsored AB 1314, said, “This bill is a win-win-win for everyone. With AB 1314, we can expand capacity for housing and supports to youth in extended foster care during a key transition time in their lives. AB 1314 accomplishes this without compromising safety, while expediting the process and reducing costs. We are so grateful to Assemblymember Ahrens and all of the partners who have supported this bill.”
Kevin Clark, a senior director at Good River Partners which also co-sponsored AB 1314, said, “Commonsense policies that result in tangible change is exactly what California needs. We are incredibly grateful for Assemblymember Ahrens’ leadership on AB 1314, which removes unreasonable barriers that stand in the way of getting transition aged foster youth housed.”
AB 1314 now heads to the Governor’s desk for his signature; it passed the State Assembly on concurrence today after passing the State Senate on September 4, 2025.
