California Legislature Recognizes Vietnamese Traditional and Freedom Flag

Recognized as Cultural and Traditional (Heritage) Flag of Vietnamese American Community

SACRAMENTO — The California State Assembly and California State Senate passed Assemblymember Evan Low’s (D-Silicon Valley) Assembly Concurrent Resolution (ACR) No. 195 recognizing the Vietnamese Heritage and Freedom Flag, also known as the flag of Vietnam from 1948-1955, and the former Republic of Vietnam, as the cultural and traditional flag of the Vietnamese American community.

ACR-195 passed the California State Assembly unanimously by voice vote on May 30, 2024, after adding 64 bipartisan Assemblymembers as co-authors. The California State Senate unanimously passed ACR-195 on June 20, 2024. On July 2, 2024, ACR-195 was Chaptered by the California Secretary of State, Resolutions Chapter 141, Statutes of 2024.

Assemblymember Evan Low reflected on the importance of this recognition:

“I am proud to have led the successful bipartisan effort for the California State Legislature to officially acknowledge the flag of Vietnam from 1948-1955 and the former Republic of Vietnam as the cultural and traditional (heritage) flag of our Vietnamese American community. This moment recognizing the unflinching commitment of Vietnamese Americans to the principles of democracy, justice and the protection and advancement of human rights is long overdue, and I am deeply thankful to all who supported my legislation, ACR-195.”

With the Chaptering of ACR-195, the California State Legislature joins the City of San Jose and the County of Santa Clara in recognizing the Vietnamese Traditional (heritage) and Freedom flag as the cultural and traditional flag of the Vietnamese American community.


Evan Low represents the Silicon Valley in the California State Assembly. He was elected in 2014 after serving as a Councilmember and Mayor for the City of Campbell. He serves as a Member of the Assembly Committees on Business and Professions, Elections, Governmental Organization, Higher Education, and Rules.
